If you wish for a more concise response, I would say that the best way to start is by having an idea. Ideas are unique, and can be expressed as sequences of characters in books or movies, but their most important use is actually as units to compare ideas with one another.
The best and easiest way to do this is by using a standard: something that everyone agrees on. By comparing like ideas with one another, you can tell if the idea is good or bad. Rebfile discusses this in a post on understanding poetry.
For example, in a fictional universe where the good guys and bad guys are clearly defined, you can tell who is right or wrong by comparing the actions of both parties with what they both agreed to. For instance, if one party wishes for peace while the other party wants war, then we can compare their two ideas against each other using violence as our standard.
This is also how we can tell if an idea is good or bad in the real world, by comparing it to other ideas. For instance, a politician running for government office needs to have good and logical ideas compared to those of their political opponents.
If the politician has bad ideas, then they are unfit to rule a country. If their opponent does not have good ideas either, then we look for someone else.
This is the easiest way to come up with good ideas, although it can be very time-consuming.
Which brings me to the concept of time...
In the physical world, time has a fundamentally different meaning than it does in the conceptual world. We can define time as an abstract concept that marks and distinguishes events from one another. Time is what allows us to quantify our experiences, but its usefulness ends there because it cannot be objectively defined or measured outside of human perception.
